Introduction

Alongside the effects of global warming and climate change, our country and the world experience significant loss of life and property due to fire disasters whose start time, location, and duration are unpredictable. In all developed countries worldwide, governments are responsible for ensuring life and property safety against fire. Therefore, minimum fire safety measures to be taken are regulated by legislation.

This legislation may vary according to each country's specifics but also includes some immutable conditions due to the chemical nature of fire. In our country, it is aimed to minimize fires that may occur during the design, construction, operation, maintenance, and use phases of all types of structures, buildings, facilities, and enterprises used by public institutions, private organizations, and individuals.

To ensure safe intervention and extinguishing of possible fires, the procedures and principles for measures to be taken before and during a fire, organization, training, and supervision were established through the “Regulation on Fire Protection of Buildings,” prepared with the participation of professional chambers, public institutions, and academicians, published in the Official Gazette dated 19.12.2007 and numbered 26735, and entered into force.

This Regulation, unique to our country, has undergone some changes according to current needs and conditions, primarily aiming to prevent fire outbreaks and, in case of fire, to minimize loss of life and property.

The “Guide to the Regulation on Fire Protection of Buildings,” prepared in line with these objectives, is a reference that I believe will largely answer questions, opinions, and evaluations received by our General Directorate, public institutions, and individuals regarding the Regulation on Fire Protection of Buildings.
