To the Governorship:

Reference: Letter of the Ministry of Culture and Tourism dated 29.11.2007 and numbered 200207.

In summary, the reference letter states;

  • Within the scope of Law No. 4848 on the Organization and Duties of the Ministry of Culture and Tourism, Law No. 2634 on the Promotion of Tourism, and the Regulation on the Certification and Qualifications of Tourism Facilities, tourism enterprise certificates are issued by the Ministry of Culture and Tourism to facilities that meet the required qualifications for the development and more efficient operation of our country's tourism sector, and these facilities are incentivized under the incentive legislation,
  • A total of 2,475 enterprises with a total bed capacity of 508,632 operating with tourism enterprise certificates,
  • According to the Regulation on Opening and Operating Licenses for Workplaces, approximately 1,000,000 beds serving tourism exist including the bed capacity of certified enterprises licensed by municipalities and special provincial administrations,
  • The Ministry of Culture and Tourism continues efforts to ensure that facilities with tourism enterprise certificates provide especially clean, healthy, safe, and quality service, employ qualified personnel, and have qualified furnishings, decoration, installations, equipment, and hardware, maintain uniform standards nationwide, avoid misleading promotion, and respect consumer rights,
  • However, issuing certificates to enterprises operating in the tourism sector by different administrations negatively affects the overall service quality of our country's tourism sector; therefore, there is a need to ensure parallelism in service quality among tourism enterprises certified by different administrations,
  • In order to ensure careful service in enterprises licensed and inspected by municipalities or special provincial administrations, inspections should be conducted under the Regulation on Opening and Operating Licenses for Workplaces to ensure especially clean, healthy, safe, and quality service, employment of qualified personnel, qualified furnishings, decoration, installations, equipment, and hardware, avoidance of misleading promotion, and respect for consumer rights,
  • Therefore, it is stated that the standards mentioned above should be sought during the licensing phase by authorized administrations for enterprises serving tourism but without tourism enterprise certificates, and that continuation of these standards should be ensured in post-license inspections.

It is requested that the matter be notified to the special provincial administration and municipalities within your province.
