What is a Wastewater Connection Quality Control Permit?

It is a document issued by the “General Directorate of Water and Wastewater Administration” in your province, which determines the conditions for connecting and/or discharging industrial wastewater and domestic-type wastewater generated in industries to the sewerage network. The "discharge permit" related to the matters defined in Article 37 of the Water Pollution and Control Regulation is issued by institutions and boards defined in laws and regulations. In such matters, the Connection Quality Control Permit to be issued by the “General Directorate of Water and Wastewater Administration” will serve as an opinion for the discharge permit to be submitted to the relevant boards. It also covers enterprises with conventional wastewater flow rates above 50 m³/day.

How?

An application is made to the General Directorate of Water and Wastewater Administration of the relevant province with the Connection Quality Control Permit Application Form and its annexes. The procedures and fees related to the issuance of this document are determined by the Board of Directors of the General Directorate of Water and Wastewater Administration of the relevant province and collected at the determined price.

Important!

  1. The use of the sewerage network by industrial wastewater sources with a flow rate of more than 1 m³/day and enterprises containing conventional parameters with a wastewater flow rate above 50 m³/day depends on the written approval of the General Directorate of Water and Wastewater Administration. The approval conditions are specified in the "Connection Quality Control Permit" to be issued by the General Directorate of Water and Wastewater Administration for wastewater sources. Using the sewerage network outside the conditions specified in the permit is prohibited.
  2. To determine the wastewater characteristics, samples are taken from the facility outlet in a manner to be determined by the administration according to the activity and characteristics of the wastewater source, and analysis is performed. If the analysis results do not meet the discharge limits, a Pollution Prevention Share (KÖP) is applied to the relevant establishment until the discharge limits are met. If the analysis results meet the discharge limits, the "Connection Quality Control Permit" is issued to the relevant establishment.
  3. Polluting sources with newly established or not yet licensed industrial wastewater or conventional wastewater with a flow rate above 50 m³/day are required to apply to the General Directorate of Water and Wastewater Administration to obtain a Connection Quality Control Permit.
  4. Polluting sources connected to the sewerage network with industrial wastewater or conventional wastewater flow above 50 m³/day must apply to the administration to obtain a permit. Enterprises that do not apply for a permit pay a pollution prevention share until the permit is obtained.
  5. All analysis fees for samples taken from the enterprise for Connection Quality Control Permit procedures are collected from the relevant enterprise.

Note: Workplaces that obtain a Connection Quality Control Permit are obliged to comply with the conditions specified in the permit. Having a permit does not exempt from penalties and legal sanctions that may arise from non-compliance with the conditions.
